What do you mean with not turning over properly? Is your startermotor turning but not as quick as you would expect?
That could be battery voltage while cranking or the grease in the gearbox of your startermotor is almost solid. A relay works in my eyes or doesn't work. If the contacts are bad and a high current will go through they will get hot. Yep, I'm with Roel; a relay generally works or it doesn't.
What are your symptoms? - and what led you to suspect the relays? which all do very different jobs, none of them related to an engine that is turning over, but not turning over properly. |

If your starter is not turning normally, the solenoid is the normal culprit. More information would be helpful. |
