What I can't reconcile in my own addled brain is whether when this type of thing happened 10, 20 or 30 years ago there would have been some accountability within govt. or not. I think there might have been, but it could just be my sepia tinted specs. Happily for all current govt ministers, there is Chris Grayling. Fifteen years ago I was involved in drafting a business case for a new system to be used by a healthcare regulator. It was only for about £3m. The case went through and we ran a procurement exercise for a new system, all very straightforward. The then Chief Exec was so stressed about it being right I had to amend it every day for a fortnight prior to the deal being signed - this was despite the business case having been approved, budget granted etc. In those circles at that time there were few things more career limiting than a bungled procurement. At the same time PA Consulting made a hash of things at the Commission for Social Care Inspection and were hauled in front of a commons select committee for spunking £28m on a crap system which was then junked. I can't see any accountability around these PPE deals at all and the numbers are massive. |

Many years ago I was involved with shipments by sea for the Govt Freight Agents.......... I was working on a tiny containership 104m long carrying UK Government cargo in and out of Gibraltar. One sailing we loaded a new Fire Engine for Gib Airport, it got discharged and we sailed. A couple of days later we got a message to search this tiny ship for the fire engine as it was alleged that it had not been landed at Gib as they couldn’t find it on the tiny container terminal.........
We sent back photos of it being taken out of the ship and landed at Gib. Nothing more was heard for 3 weeks until we docked in Ellesmere Port and were advised that we would be loading a fire engine for Gibraltar Airport and to check that it would fit in a container cell in the hold. We loaded it, carried it to Gib and when we docked there was the first one still sat on its flat rack container on the berth. Turned out that they hadn’t lost the first fire engine, they had only lost the keys to start it! So they ended up with two new fire engines paid for by the UK taxpayers, one of which couldn’t be moved until they found the keys and the second one couldn’t be landed until the first one was moved off the tiny wharf to make room for the 2nd one.......... so we carried the 2nd one BACK to the UK, then re-shipped it to Gib once the keys to the first one had been replaced! A few years later when clearing out cargo papers prior to the ship being sold I found an enveloped marked `’Keys for Gib airport fire Engine Voyage xxxxx” 
You would be amazed at some of the cock-ups made when shipping containers get the wrong dimensions or instructions for carriage - how about the 1st 6 2 door Range Rovers going out to Dubai in 1976? Discharged as open tops because the additional height of the aftermarket rooftop Aircon box hadn’t been declared and on opening the hydraulically operated tween decks in the ship one part touched on the aircon units then ripped off the entire roofs before we could hear/see what was happening......... the first RR to arrive in the Gulf and the first convertibles too...... 2 Rolls Royces for the Gulf shipped “as dry” in refrigerated containers........ that got plugged in and frozen down to -30c before anyone realised that they weren’t meant to be on power.......... Aston Martins picked up using a forklift with long forks........... put through the front passenger and driver windows.......... They never made it onboard in the end. Now most vehicles go on specialist car carriers, it’s much safer for the cargo (well most of the time it is........)
