Ok Chaps thanks for that, now what would be the best products to refurb before it gets too bad? Assume it's taken back down to bare metal and treated with Kurust.

buy a new one, dinitrol the rear and wipe ACF50 on the front every few weeks and it wont rust DEFENDER 90 TDCI XS,

Worth trying to get Dinitrol (or equivalent) properly inside the Bumper
regardless of what type and finish is opted for. My Dinitrol is 6 years old now and I'm still really pleased with it... with all but no signs of breaking down, or coming away at 'the edges'.... despite the effort to DIY this with certainly a good few days to prep' it remains (possibly physiologically too) one of the best long term steps for the Defender... I replaced my front bumper with a totally standard looking but 5mm thick one. Bothered if I can remember from where though, unfortunately.
