Essex gets London's filthy air!

Not wishing to be rude, but isn't the parts of Essex that run adjacent to the Thames heavily industrialised?

There's still loads of commercial vehicles on the road at the moment
Over half of London's pollution comes from the boats, industry, public transport and construction which goes a long way to explaining that passenger cars are a soft target rather than the major cause of pollution.
