If the original contract between you and seller was to collect then due to The Health Protection (Conoravirus, Restrictions) Regulations 2020 then this makes it impossible for you to lawfully complete the contract. Defender 90XS SW

I've had numerous people ask to cancel completed sales after winning items on ebay. You can't force them to pay and its easier as a seller just to cancel the transaction and relist. There also isn't an option to leave negative feedback for buyers.
