2013 Defender 110 Puma 2.2 XS CSW Firenze Red

Corrosion around ladder fittings

My defender 110 came with an LR ladder fitted.

The paint on the rear panel is bubbling around the bolts fixing the ladder to the panel.

I want to fix this before it gets too bad & looking for advice.

Presumably ladder off (easier said than done, bolts appear seized), rub those small areas down, etch primer & respray?

Any advice appreciated; I don't want to balls it up and make it look worst.
