2011 Defender 110 Puma 2.4 USW Keswick Green

Does this sound right?

Took the 110 out this morning after it being parked up for a week. Noticed this weird sort of scraping sound which seems to change time depending on revs. Sounds to be coming from the alternator side of the engine?
I also noticed the fan seems to be on all the time which I didnt think was normal. I can spin it by hand but it feels quite tight and doesn't spin round far by itself.

Any ideas? In the first video it seems worse but was still there when I got back home, just seemed quieter. Not sure what it could be, a bearing perhaps? It had been very wet recently but I've noticed nothing else untoward. The truck is driving perfectly aside from this.
