Yes, I'm afraid so. You will be fined if you're stopped driving on that since the cords of the tyre are exposed.

in an ideal world yes replace it or you could take it to a truck vulcaniser and get it repaired.
if its scrap most good ones will tell you keep it as a spare perhaps? |

Get in contact with Tadworth Tyres near to Epsom Race course
tadworthtyres.com/ They can re-vulcanise the repair to a tyre down to one inch above the rim. You will have to leave the tyre with them as it has to be baked. I have used them previously. Hope this helps |
