For cars and dual purpose vehicles registered after 26/1/10, it's a legal requirement to have two external and one internal mirror. There's a caveat on the latter that says "unless the internal mirror cannot provide an adequate view to the rear", which I'd take to mean that part of the vehicle (rather than a load) obscures the view.
