There is a lot of confusion around the subject of roo/bull/A bars etc, and these terms have very little place in law.
Now the rules concerning frontal protection system is based on an EU directive 2005/66/EC which you can read here Please note the expression EU Directive and not EU law. EU law becomes law in all member states. An EU directive is up to the member state if it puts 0% 10% or 100% of an EU directive into its legal system. Now an insight into the UK perspective is HERE So in the UK it is not illegal to have a bullbar fitted however it has been illegal to sell a bullbar which has not been approved since 2007. This is clearly stated here Now the EU directive talks about 'frontal protection system' i.e. systems designed to protect the front of the vehicle wether they are built into the factory or is an after market addition. To be approved any frontal protection system will have to conform to the requirements of pedestrian safety performance here Now it is my understanding that items such as winch mounting systems/bumpers, light mounting systems, snow ploughs etc fitted to a Defender are legal as there main purpose is not as a vehicle frontal protection system. Now a snow plough fitted to the front of a Defender would have very little pedestrian safety performance however I am not aware of any law that prevents one being fitted all year around as long as other requirements such as lights is met.
