Are you checking the lighting with the ignition on? There's no headlamp feed with it off.
With the column lighting switch in headlamps on position (all the way back), do you have 12V on the blue wire at the dip/main/flash switch?
If not, you either have a blown 30A fuse in the under seat fuse box (FL6), or the column switch has packed up, or the headlamp relay has packed up or is loose.
The bulkhead fuses come after the switchgear so the fact you have main beam flash suggests at least the main beam fuses are conducting OK. 1988 90 Td5 NAS soft top

I now currently have working headlights.
I removed all fuses and relays in the cab and hit them with a wire brush. Im going to by the fuse carrier and swap old for new as the corrosion cannot be good anyway.
Whether or not the lights will continue to work we shall see.
