Yes, but unless you're competing in a winch challenge this is no bad thing. On many occasions I have had to rig a double line on my Discovery (fitted with a Warn XD9000) just to slow down the line speed. If you need precision, then the slower the winch the better.
It all depends what you intend to use it for!
