Seemed solid enough. Probably taken off the road due to it being in the LEZ.

Given that it is HIGHLY illegal and not just illegal I hope you did your good deed for the day and reported it to the appropriate authorities so they can come down hard with the full force of the law upon the villain owner . I'm sure it ranks alongside the other HIGHLY illegal activities that will be going on in the streets of London .

Doesn't look like the handbrake works though, seems to be held in position by a plank of wood. Maybe that's the 'security system' you talk of, some of us Londoners aren't the brightest sparks!!  Monsieur Le Grenadier

Looks like it could be a decent project for somebody and would be nice to read about how it was rescued from the streets of London and restored to full glory .. Maybe it has been nicked and dumped and the SORN/MOT is legit and someone, somewhere has lost their pride and joy/doer-upper?
Wonder how you could find the owner without bubbling them to the highways agency and getting it towed. Could be a student with no cash? Sooo many questions, I'd get Vera on to it...
