It is not compulsory to carry spare bulbs anymore, it is a recommendation:

Not necessary but I take one of each light as a spare just in case anyway. It’s always good to have a spare Ray

Even though the Range Rover and the other car are nearly all LED I still been packing the same light bulb pack I made up for my 200 TDi 90 15 years ago because if pulled would they know about LED's ? Now I know why I have never been asked to show them
