Spots or Light Bar
Pretty certain i wanted spots, until I had a word.

I have had 100w Halogen spots for a long time and they are a lot brighter than that example above.
If it's on different vehicles lots of factors have a variable difference.
Variable voltage output. (Likely on on older LR's)

Earthing with poor continuity, resistance due to thinner cable runs used.
Whether the headlights have upgraded looms.
The quality of Spotlight and reflector, flood or spot.
Halogen wise, you won't beat Roolite or LightForce imho.

Lightbars, are personal choice I'm not a fan but they are good for output however.
I'm due to run LED Nolden headlights which I already have and convert my Roos to HID.

I would look at LED spots, HID or the lightbars.
Halogen is good but much depends on reflector.

Prices are generally very high, don't ever be tempted by cheap LED's they'll likely fail and have reduced output. $W33T $0U7H3RN $UG4R

I had a lightbar for a while but just couldn't get used to the look, I'm old school and prefer the "look" of the spots. The light output of the lightbar was superb and can't be beat, I fitted 130w KC Daylighters and am very happy Thumbs Up better than Lightforce... in my opinion anyway Whistle Optimists say the glass is half full..
Pessimists say the glass is half empty..
Engineers say the glass is twice the size it needs to be!

A light bar will be better for the given area, however I would suggest there is something wrong with the spots in the example you've given, 1993 200 Tdi 90 CSW

4 Times Hella FF75 on order. Not a fan of LED myself and and don't need the million mile range most of them advertise with.

I have a pair of 100W spots on the bumper, with a proper relayed battery feed to them. I also have a pair of 65W LED spots on the roof rack.

The bumper spots throw out more than enough light to drive by, and get it a fair way down the road. The roof spots are a wall of light in front of you. I prefer driving by the halogens because of the quality of the light. LED is very monochromatic and while some people like it, I don't get on with it so well.

I don't have a photo of the spots only, but below is standard dipped beams vs dipped beams + LEDs
