if fault was there before its unlikely to be the filter as you say.

once you have tried the stop solenoid if that doesnt work

try a can of diesel on the floor, take supply from tank off the lift pump and using known good pipe connect fuel can to lift pump, prime it and try that. then leave it for a while see if it starts next time.

will tell you if its supply leak to lift pump or onwards or return leak. Cheers
