Hands free BT system is fine, the learner driver supervisor thing as far as I am is aware is new.
I think this is a good thing.
When I learnt back in 2010 or so my instructor used to use it all the time...
Whilst he was good at what he did he shouldn't have been doing it.

Personally BT system or not I try and avoid using even that while driving unless I can help it.
I find it more useful to use it parked up, but it's there if you needed it.
I think I've only the BT system less than a handful of times whilst driving ever.... No Guts, No Glory.

Provisional supervisor requirement came in in 2003 - as per the link. Same as general mobile use ban.
