Apparently there's not supposed to be any kind of bush or isolator in between. On mine, the two holes don't line up very well anyway.

Mine is the same.

I think its as described above. There is an optical laser measuring device at the end of the production line. If the two holes line up the test driver one of the front wheels into a 9" curb at 25mph. This then miss aligns the vehicle which in turn causes component failure Thus keeping suppliers and dealers busy during these hard times.
