The bust was on loan from GB and the return happened to coincide with the start of Obama's term in office so the space was occupied with a bust of MLK. Obama said he doesn't need a bust of Churchill in the Oval Office because there is one outside his apartment and he sees that every day. The bust you now see in the Oval Office is the one that was outside the apartment, not the original one on loan. So the bust wasn't removed by Obama, it was returned. Trump hasn't restored the bust, it's a different one.
