Sounds like the fuel pump has had it.
Tank has to be dropped to change it. Only use a genuine replacement, £250+ for the pump alone. Other thing it may be is the fuel filter head has become porous and letting air in. You don't say what year it is but the price sounds about right. If the rest of it is OK that price is not bad. I would haggle though as dropping the tank on a TD5 90 can be a real pain and you may want to pay somebody to do the job for you.
