Ex-military 12 or 24 V question?

Tag or plate says 12/24V......is this thing:

#1 12 volt.....starter/alt/etc?

#2 Supposed to have 2 batteries?

1, starter motor, Alt plated voltage

2, stop and indicate lamp voltage
