Looks like it's from the steering column cowl?

One of those sits in a unused hole at the right side of your steering column, the location in the picture below where I installed the lighted button for the Scenelight. Now, what it did in your fusebox, can't tell you.

So, what is that hole for? besides for the rubber knob i found in my fuse box |

That hole was for the choke cable on petrol-engined Series 3 vehicles (because the cowl is a Series 3 part)!
The bung blocks the unused hole. |

The Series III cowl is quite different, being the mounting place for the fusebox for one.
90/110/Defender were of course available with petrol engines, hence the hole for choke cable. |
