You need snow to have 'conditions'...

Notice distinct lack of snow on the ground in this not-very-well-taken photo from this morning. Normally there'd be a good Pileof snow at the road's edge and almost all walkways would be white with a few inches of hard packed snow. And that flat roof in the middle ground should have at least 2-3 feet (or more) of snow....
