Yes. Is normal and much worse if cat has been removed.

Mine doesn't smell of fumes at idle.
I'd check all the usual suspects, air filter, MAF & MAP sensor, see if the EGR is stuck or gunked up (if still on) etc. |

My EGR is blanked off and will clean MAP sensor. Dont have the correct tools to measure the MAF, so will have to check the voltage 1999 Defender TD5 110

All mine have done this with cat removed. It's makes your eyes water and give you a good cough.
