FWIW I agree totally with Si.

A good quality LED torch will not cause you any problems if you are stopped carrying it - it only becomes a weapon by virtue of its application. It will be bright enough to disorientate, and once the attacker has spots before their eyes their (the attacker's) effectiveness will be greatly reduced. A typical small high quality aluminium-bodied torch also makes a very effective Kubotan if necessary.

Be aware that even though you won't generally be committing an offence by carrying a torch, you are committing an offence if you carry one with the intent to use it offensively, or do actually use it offensively. If however it is your habit to carry such a torch routinely for illumination purposes, and use it when attacked in a defensive manner, you are pretty safe - "reasonable force" and all that.

Any object carried with intent to use as a weapon is illegal, even a newspaper, french stick, or something as innocuous as that.
