Viscous Fan - Rotates Freely?
I can turn the fan by hand but notice that the resistance is variable, one part of the range it moves very freely and another part requires alot more effort - is that normal?

It may be an optical illusion but when looking from above the fan does not appear to be square to the shaft?

normally if you spin them by hand , they start to turn easier after short time of turning
