Drill the rivets out and replace with domehead stainless bolts. I did when I detached mine and moved them outwards.
Entreq used to do stainless brackets at a price though. Speak to Brendan as I think Nakatanenga do them. If they do they will be excellent quality and Brendan can get them. Drill out or grind off back of rivet
you can get cheap replacments , just repaint them with better primer/paint beford fitting Or buy expensive stainless ones |

Chequer / treadplate? Strangely enough I have never had need to walk on any mudflap brackets

K9F is right drill out carefully. Drill from the rear and use around a 8 mm drill, just get your approach centered as you go, so that you remove equally the rear of the Rivet down to the Spread Washer. I think I sent a small pilot hole down first at around 2-3 mm. We may all do this at some point... 
The corrosion on the Mudflap Brackets is like watching a time lapse video... 
Mine where ready for replacement at 3 years old, but I have seen 1 year old Defenders in worse condition here. Refurbishment is an option, and it is not difficult to improve on the painted finish that Land Rover use. Stainless / Aluminium is also worth considering. I made a replacement set up from Stainless Steel, as I had the material with a fold under return edge which I incorporated into the new set, I used a local fabricator with a 5 ton press to give me the main fold, but the shaping and drilling was ok in my workshop. The white layer is Nylon to allows the bottom return edge to work against the Mud Flaps. Again as K9F said Stainless Bolts all round (dome head on the outer brackets), hopefully I will never have to touch these again...

Did you use the original riv nuts in the rear crossmember to attach the bracket to or have you drilled them out?They look like stainless bolts to me so do you have very long fingers?

Well spotted... ...I tried really hard to get the Mud Flap retaining Bolts out but 3 were showing no signs
of moving despite a good soaking (and a wait...  ) in PlusGas. All the difficult ones were in the rear cross-member, I got 1 out and sheared 2, one each side. Drilled these out and replaced them with new M6 steel rivnuts.
I then worked out that I could just get to all of the locations and thread in a M6 Stainless Steel Bolt from the inside out, locking them off (on the outside) so that my new Brackets would be held in position with M6 SS Nylock Nuts. If you look closly you will see that there is a 5mm Neoprene Gasket between the new Brackets and the Chassis at all locations...this is my OCD kicking in after doing the corrosion prevention thing I wanted to stop water / dirt from getting between the Brackets and the Chassis as much as possible. It was somewhat fiddly the front is much easier than the rear, but it is possible, made life easier as I did this 'preparation' when the defender was up in the air with all wheels off, whilst applying the Dinitrol last year. M6 does feel a bit on the mean side especially as I used M8 elsewhere, you could just drill out the M6 Rivnuts and step up a size, but I went down the route of effectively putting in a locked stud that won't get disturbed now, these were all covered in Dinitrol as the outriggers and rear cross member really did get the treatment, so hopefully that's it now...
