Air getting into fuel system or fuel pump failing maybe

How old is it? If it old enough it may have a Bosch K Jetronic fuel injection system, they were vacuum operated and any air getting in would cause exactly the symptoms you describe. With mine it was a split/rotten servo diaphragm.
The fuel pump can also lead you down the wrong path as the system has a fuel pressure switch, if the switch operates under pressure the pump will not run making you think you have an issue with the pump. Ideally you need a workshop manual or try Googling with a few more details of the exact model, year and what fuel system it has. Good luck.
