My method was to undo the nut so it almost off, and then from behind hit the wheel at 12 o'clock 12:30 and quarter to and quarter past and then repeated then work backwards quarter to, 12:45 , 12:30 12:15 etc.

Have you tried getting someone to pull the wheel towards the interior and giving the shaft a smart hit in the opposite direction? (avoiding damaging the treads or anything else I would use an alloy or copper drift in the centre of the shaft when I did this) DEFENDER 90 TDCI XS,

maybe you tried this already
loosen nut but leave on few thread , sit in drivers seat put hands each side of wheel and with your weight pulling on the wheel , rock the wheel from side to side (not turning the wheel ) so weight of pull lifting you out of seat is on one side then the other straighter your arms are the better (not so easy in a defender to get your arms straight ) |

This summer I bought a new steering wheel and to be sure I had the right steering boss I changed the steering wheel in the parking lot.
First loosen the nut as much as possible but leave it on. As a tool I used two bolts and two big washers to pull on the steering wheel.
