I would say if you had rhd defender you fit lhd cluster cover to left hand side (passenger side) then with this you got a glove box on passenger side

because if you look at pic there is no steering wheel! only the passenger grab handle

Maybe this is another anti-theft device? Potential thieves will not want to steal the Defender because they will not want to get a speeding ticket after taking the vehicle without the owner's consent? They might also have problems seeing if the Defender they are attempting to steal is a genuine low mileage example.

This innovative product will complement the pedal locks for Defenders - I must order one immediately - except that I can't.
