True, but there's expensive tickets and there's outrageous tickets. Even the lower rated pool matches are crazy money.

I won't be going and certainly won't be looking for tickets outside of the official channels by paying even more.
Don't get me wrong I'd love to see Wales win the world cup on English soil but I've got far better things to spend what would be a few thousand £ to do it right. Annoys me as at France 2007, I had all 4 Welsh pool matches for around £250 (and that was for 2 tickets) and then got a succesfull ballot for the final at £80 a ticket. I don't mind paying for something thats worth it, I paid £600 for 2 tickets to see Wales beat France for the Grand Slam a couple of years ago, but I'm not overpaying for pool matches. As for the TV rights, I think ITV have held the rights for a few years up to and including 2015.
