Is it ok to relocate the fuel tank breather to the bulk head ?
I can do it ,easy ,but maybe its too far away from the tank?

Is it functional ?

There shouldn't be any issues. The breather is only there to allow for expansion and contraction in the tank. It isn't affected by the length of the tube - you just want to make sure that the tube isn't sucking in water or muck when the tank air contracts (e.g. when you go wading and it cools dramatically). Thumbs Up One that started out as a 2.4 TDCi 110 XS
