OK, well after several recommendations I bought a Terrafirma receiver hitch. To be honest, I wasn't expecting much but it fitted perfectly. It picks up on every bolt hole available on the cross member and the A frame mounts on the chassis.

Even the welding looks OK. I know it's impossible to tell without an X-Ray, but it mostly has the 'stack of coins' appearance and has flowed into the underlying metal at the edges rather than forming a bead so there is at least some penetration.

I'm less convinced about the drop hitch supplied. It has a gusset between it and the bit of box section that plugs in to the receiver, but there is going to be a big stress concentration trying to bend/break the box at the end of the gusset. I think there is a better way of making it with the gusset joining on to the pin that locks the receiver in place.

I'll make one an post some photos.
