Removing Biro Ink from Vinyl
Sorry, I know this isn't Mumsnet, but my Wife is due home in 30 minutes and I let my son use a ball point pen which he deployed on the vinyl dining room chair seats!

I've tried panel wipe and white spirit to no avail. Am considering brake cleaner as an act of desperation, but fear it might affect material.

Try rubbing alcohol wipes, just don’t agitate the surface too hard.

Give a local upholsterers a call, they are bound to have a solution as it won’t be the first time it’s happened. If it can’t be removed, they still may be able to re cover at a lower cost than replacing.
