try using an ezy out on the bolt if its not spinning.

If it is spinning try using a dremal to cut a slit in the top of the bolt and use flat head to get it out.

then drill rivnut out.

I have literally gone through this hell with several on my wing!!!
My advise if the nut is not spinning use the exact same size drill as the hole it is in, with or without a nut in.
If it is Spinning with a nut in chop the nut head off for better access and use a dremel tool with a tungsten carbide rotary burr attachment I used a fluted with a rounded tip. Just go slowly and let the burr do its thing, even if the nut is going round in its hole whilst the bit is on it it will still be chipping away at it. Keep the burr close to the nut and away from parts you want to keep unscathed, it will eventually drop off and give way.

I love the idea of rivnuts and rushed out to buy 'stainless steel' ones...needless to say I was not impressed and am extremely wary of cheap hardware.

Anyways I hope this is of hep for you, I have felt your pain!!
