I have a Tdi and though I know the top dash panels are different on the Td5, I'm sure the lower dash/duct is the same (?).
In which case the answer is yes, you will need to remove the dash, and lower duct so that you can remove the top of it and replace the cable. The only exception might be if the cable snapped outside the duct, or if it's just come loose from the grub screw at the lever? Even if you had speakers, the "heater section" is enclosed/separated from where the speakers normally go, and you'd get no access that way. Yeah, it's a pain isn't it.
I reckon I've been there four or five times over the years, in my car or others. As I'm sure you know, it's not really difficult in any way, just 'complicated' and with so many self-tappers to undo, and always the risk that disturbing old wiring can cause problems - which you won't know about till you've put everything back together again! If I know I've to "go in" that far I tend to have a wee think about other things that need doing, or even might need doing in the near future. Maybe an electrics upgrade or whatever. It might mean bringing some stuff forward, but at least you'll avoid further unnecessary work. If you are doing spindles might as well do the rack as well… kind of easy and inexpensive to clean up all the slack.

What else?
Literally any wiring you have been putting off. The last time I took the dash apart I ran blank wires to the accessory switches ready for the day when I fit them. Good time to add any insulation or sound proofing. How about the Defender-vent from MUD for side window demisting? Fitting the 99 intermittent wiper relay. Extending the 10AS aerial wire for better remote range. Replace any dead dash bulbs. Fitted heated seat wiring. Replace the rear of the dash binnacle support with the metal version. ...Shall I go on...?!?!? |

Heated seat wiring in - but might revisit. but not this occasion No dead dash bulbs. Yeah it is a good modification, it does work, but it is not a hurricane strength wind bowing out of the vents. I would it again though

Off the top of my head;
Mud vents Wiper spindles Broken lower flap cable investigate why the dash gets warm on the passenger side (mainly the curved vertical plastic section that goes between the lower dash and the upper dash - might contain wiper mechanisms?
