99 percent of time itโs the wires from vehicle to door.

Going to the actuator is only two thin wires protected via some trunking.

If there is only two wires (which there would be on a rear door) then that will be them

So the way I am testing is correct 20v dc on voltmeter

If you got to the B post you can pull out the rubber trucking that goes to the door and then pull out the connector that supplies the power to the central locking. Do your tests there. And also give the wires that go into the door a good pull. I think you will probably find a broken one or two.
