broken metal piece found in seat

I just found this metal part in my back seat on my 90 puma I don't see what use it could be

I'm not 100% sure but i think that is a piece that has broken off that bolts to something, check the seat is secure and doesn't move much.1996 Golf Blue 300Tdi 110 Pick up.
