TD5 rocker arm bolts - is it normal for them to shear?

Hi all,
A while back I asked a local garage to change the injector seals on my TD5 .... and all 6 of the bolts holding the rocker arm on sheared .... ended up putting another head on while i had the original one sorted ( skimmed, pressure tested, exhaust stiuds removed and some valve work). Went to remove the injectors from the other head as the ECU was mapped for them..... and 2 of those bolts shared ....! now doesnt matter coz I've got the original head to fit but ... is this a normal thing to happen ? Seems strange having 8 out of 12 bolts shearing.

Anything I can do when fitting the fettled head back on to avoide this happening again? Was it just a case of initially torquing up the bolt too much?

They are often just over tightened -------------
