How bad are these spring seats (I think I already know the answer) and if bad enough to warrant replacing, can anyone point me in the direction of a reliable welder in central London?

That is one crusty dirty axle casing Shocked Shocked In your situation I would be looking for a replacement casing, I expect that once clean you will find the casing is pitted to heck. There are a number on eBay and Facebook that would do the job.

Then it is a case of swapping your bits over to it. Without paint it should take a decent Sunday afternoon to do, maybe the weekend if the old components are reluctant to part with the old casing.
