Pardon my French, but I understand that the accelerometer pedal is not being pressed, so assuming the vehicle is stationary and idle.

Usually, the boost pressure is a gauge value, and at idle, I would expect to have very little or no boost at all. 0.96bar is quite high for idle.
I think the 2.4 can have a max boost over 2 bar at full load and high rpm.

As to the rail pressure, that also sounds too high during idling. But someone with more knowledge on this might help you better.

Was was the engine rpm during this check? 1988 90 Hard Top, 19J Diesel Turbo, Shire Blue - Restoration ongoing
