Is this movie viewable outside of the UK? I can't get it running in Luxembourg.

No. Not by using ‘normal’ streaming on your computer or tablet. Maybe it will eventually appear on YouTube, but if you want to watch 4Player (Channel 4’s streaming service), you will need a VPN. The UK and the EU are very tight on regional licensing. And in fact, post Brexit, the EU proposed a policy (as have the French Government) to reduce the amount of English language content (US as much as UK) to fixed percentages per year. They fear that streaming services such as Amazon, Netflix, Apple TV etc are too English-language centric even with different regional content. Alternatively they could (for example) make better French language content that everyone wants to watch, rather than simply banning what people are clearly preferring to stream, English language or not.
