That particular scammer has been on eBay for the last 3 - 5 years using the same photos and descriptions, lifted from genuine ads.
They are taken down regularly by eBay, only to reappear a couple of weeks later. eBay seem incapable to block them permanently. As said earlier they must catch enough unwary punters to make it worthwhile. |

I do find it really odd that eBay still hasn't done anything to tackle this issue. I work in machine learning and it wouldn't actually be that difficult to create a model to detect these fraudulent listings. There are clues all over the place:
* The prices are outliers to the typical advertised price * They use images that have previously been used on other listings * They use text that encourages the user to make direct contact * The "see other items" page contains dozens of listings for high value, high fraud items * The listings usually end in unusual digits and aren't rounded like those of other listings Pretty easy to spot, and a doddle for an algorithm... It's a shame because it just makes me cautious of ever using eBay at all.[/list] |

^^^^^^^^
Big players like eBay have just made a business calculation. I.e Cost of compute resources to constantly run the code on billions of listings to detect these frauds against loss of revenue from repetitional damage. They therefore have a spreadsheet with lots of graphs and pick the optimum balance to gain the highest profitability. The only way to address this is through public pressure or legislation. |
