Now that is weird....

Assume Hawkeye is just misreading the voltage then, but weird...

So amend the fault finding with;

1) Engine management light on, no throttle - Pedal replacement appears to fix problem
2) No Engine management light on, throttle OK, goes in to limp home, reduced boost and RPM - ECU map and boost issue
3) No engine management light on, throttle OK, track 3 Supply voltage too high (10v) - Maybe fault with dash light cluster. Probably the Hawkeye device you used....!
