Some years ago up here these sorts of things were being thrown across cycle tracks, not just to cause danger to cyclists but because the cycle way was being abused by horse riders and somebody using the cycle track perfectly legally to walk on took objection to having to move into the long grass on the sides to give way ........... that person was never caught. They have also been used to stop illegal off roading by land owners trying to stop illegal off road driving. There is no legal reason to have in your possesion they are intended to cause damge or injury.
I caught a person spreading those things years ago on an disused railway line that was being used by off road bikes, they objected to the find handed out a court, they were told they were lucky not be facing a six months in prison as that was the original decision but decided instead to impose a fine. Don't make old people mad. We don't like being old in the first place, so it doesn't take much to us off. Richard |
