not sure exactly what you mean. We fitted these and were required for longer OME springs as well. I think they are worried that if you do not have the long travel springs in theory at full shock extention, you could pop the spring out. We also required DC drive shaft.

The bypass gives you a way to drive with 'different' valve settings across the entire shock length. Depending the amount of bypasses you have a more progressive one towards bump stop and a reduced rate towards full extension (nearly airborne/ deep wheeltravel). I had to use small spacers to fine tune the internal piston height to match it with the levels of bypasses. Try to find a drawing which shows the different levels of travel such a shock makes.
