Tow bar has always been optional as far as I know, although very very common!
Some people also remove them after the fact if they have no need for it |

When I ordered mine in 2015 it was an optional extra. I also had to specify what electrics I wanted, 12N, 12S or 13 pin Defender 90XS SW

If you ticked this option box, the tow bar would be the very first part that would be bolted on to the naked chassis. Saw it happen during my December 2015 assembly line tour. You can also see it at 5.45 minutes in below movie.

When I bought mine I can't remember what they wanted to charge me for a tow bar. Something extortionate I know. Took me all of half an hour to fit.
