reinstalling rear seats in County90

I have a county 90 that the last owner converted to commercial by removing the rear side facing seats and plywooded over the wheel arches. I want to reinstall one tip up seat .....i don't see any holes underneath the wheel arches from the previous seat installation. Where county seats secured with captive nuts in the wheel arch or where they drilled through and bolted from below?

They were drilled through and bolted from below.

It's possible that the previous owner covered the holes with something but I guess you won't know for sure until you remove the plywood. Darren
