If I understand you correctly, then I believe the chrome cover stays on just put the socket over it. Only the locking wheel nut cover comes off.

locking nut only, yes should push on /pull off, might be that its been in place so long its seized, a bit of heat might help, try boiling water poured onto the cover. Might check mine not been off since new. Other nuts just use the socket DEFENDER 90 TDCI XS,
