I have some knowledge of this subject
The term 'common sense' has been used. The problem with common sense is, it's not very common. You can be the most experienced person ever, but there will always be bureaucracy because the minute someone doesn't tick a box and it all goes sideways, someone else, with plenty of time, no pressure and no snow, will go through the process and find a whole and sue you the driver. That's the nature of the world we are in. Most organisations such as Police or NHS cover the volunteer drivers with their insurance. Because they already have volunteers AND a massive insurance policy, it's pretty easy for them to cover you carrying their people. Most good insurance companies cover volunteer work and don't charge extra. Don't be fooled into thinking business use covers it, unless your business is ferrying emergency services in bad weather or you are a taxi. The problem is not the useful, well trained, extra skilled, experienced drivers. It's the well meaning people who are probably pretty good, but want to do that extra bit with their Suzuki Jimny.
